Given one integer Celsius temperature, return its Fahrenheit equivalent as a string containing exactly two digits after the decimal point. Do not add a unit suffix. Use the exact conversion formula `F = (9 × C) / 5 + 32`. The valid Celsius range is -273 through 1000, inclusive.

- `-273 <= celsius <= 1000` - `celsius` is one exact integer; booleans, fractions, strings, and other input shapes are invalid. - Return the exact Fahrenheit value as a string with two fractional digits, including trailing zeroes.

Example 1: input celsius = -18; output "-0.40". The exact result is negative forty hundredths, so its sign is kept while its magnitude is formatted.

Example 2: input celsius = 37; output "98.60". The formula gives an exact tenth; the required second fractional digit is zero.
